JOB SUMMARY: The Historic Preservation Planner is responsible for promoting and expanding the City’s historic preservation program. The position will be responsible for a variety of planning-related functions, including but not limited to the collection, analysis, and reporting of data and trends related to various urban issues affecting the City; outreach and education for residents, community organizers, and decision makers on issues related to planning and development in the City.

The essential functions of the job include, but are not limited to, the following:

1. Respond to requests for service and research; collaborate with employees and the public; present information to commissions, boards and the public.

2. Work directly with the State Preservation Office (SHPO) and local and regional preservation entities.

3. Act as staff liaison to the City’s Historic Review Commission (HRC) by performing all related tasks associated with the work of the HRC and the City of Erie. Act as community liaison for preservation efforts, education and training to residents, neighborhood groups and outside agencies.

4.Issue certificates for projects by meeting with applicants and reviewing applications, preparing reports, making site visits, drafting orders, preparing agenda items, presenting information to commission members, acting as liaison to applicants, and maintaining records of information.

5. Work with zoning officers, planning department staff, planning commission, City clerk and City Council on the proper steps and approval sequencing of local historic designation nominations and related historic preservation processes.

6. Follow projects to completion by interacting with code enforcement staff and reviewing code enforcement activities, communicating with related Departments, working with legal staff, and interacting with property owners.

7. Prepare reports for active CLG grants; manage the City’s certified local Government status and maintain requirements of the CLG certification. Prepare reports for active Keystone grants through the PASHPO office.

8. Prepare grants and other funding requests to further the mission of the City’s preservation program.

9. Participate in planning projects and activities: research projects; prepare related reports and documentation; attend a variety of meetings, workshops, and public forums.

10. Assist in coordinating City efforts to achieve its goals and implement the City’s Comprehensive Plan, Erie Refocused and other City adopted plans.

11. Work with other City departments to align resources to meet community needs as well as help identify areas where additional research, policy development, or planning is needed.

12. Assist director with the preparation and administration of local, state and federal grants related to planning goals and projects.

13. Assist staff in Neighborhood Resources with neighborhood-centered initiatives, community engagement efforts, and community outreach, specifically the Love Your Block program.

14. Performs other duties as assigned

Benefits

All NCPE interns received an hourly stipend, the rate is listed at each position description. Additionally, interns receive paid time off (PTO), paid Federal holidays if working full-time, and access to NCPE's Employee Assistance Program (EAP) for career and personal counseling, coaching, and referrals. Project sites may also offer a housing allowance and/or commuting stipend; this information is also listed in the description or offered during the interview.

Eligible NCPE interns who successfully complete their internships may count their position towards earning a Public Land Corps (PLC) Non-Competitive Hiring Authority certificate. To be eligible to earn a PLC certificate, an intern must be 30 years old or younger (or 35 if a veteran). Once earned, the PLC hiring authority certificate may be used to apply for eligible Federal temporary, term, or permanent positions. Eligibility

To be eligible, applicants must be
*at least 18 years old;
*no older than 30 years of age (or 35 years if a Veteran) when beginning the internship; applicants who are 31 or older (or 36 or older if a Veteran) are not eligible;
*currently enrolled in a degree-seeking academic program at the college level (or recently graduated within the past 12 months)
*be a U.S. Citizen or permanent resident.

Interns are not allowed to work more than 1200 hours total in the program; previous interns must stay within this overall limit. The length of an internship can vary from 10 to 30 weeks if full-time (40 hours per week) or longer if on a part-time schedule. If selected, the exact starting date will be determined by you and the NPS supervisor. The stipend rate is $17.00 per hour unless otherwise listed.

The successful candidate is responsible for finding and paying for travel to and housing at the internship location; some exceptions apply. The supervising office may be able to assist in locating housing but it is ultimately up to the individual accepting the internship to find accommodation.

The National Council requires all interns working in-person at Federal facilities and/or with Federal employees receive the Covid-19 vaccination. Please be advised that you may also be required to wear a mask, depending on the protocols adopted by your work site. Also be aware that, due to Government-wide security requirements, a background check will be required if you are selected for a position. This will include providing information about recent housing and employment history. The position supervisor will have more information about these requirements and procedures at the time of hiring. Please note that interns are not NCPE or NPS employees. Stipends are academic awards and taxes are not withheld, nor are social security contributions made on your behalf. These funds may be taxable, however, so consult a tax preparation professional if you have questions.
