Summary: Maryland Museums Association, Inc. (MMA) invites proposals from qualified individuals and/or firms to lead a project focused on best practices for oral history, emphasizing equity, trust, and privacy. This work is funded in part by a competitive grant awarded to the Maryland Museums Association by the Maryland 250 Commission.
The consultant will develop materials grounded in national best practices, supplemented with Maryland-based case studies and resources. The audiences for this work are volunteers, cultural organizations, and community historians in Maryland who are considering launching or improving oral history programs at their institutions/agencies that are ethical, inclusive, and sustainable.
Total budget is not to exceed $3,500 for consultant services, exclusive of workshop/meeting room rental fees and printing of worksheets/reports. The consultant must complete all deliverables by March 31, 2026, with draft materials and workshop scheduling completed in coordination with board members of the Maryland Museums Association. Summary: The Town of Abingdon is soliciting proposals from contractors to assist with the facilitation of a rehabilitation and restoration project involving a National Register of Historic Places (NRHP) and Department of Historic Resources (DHR) easement site and building known as Retirement and the Muster Grounds. The overall site is utilized as a historic interpretive space, community gathering place, and a trail system. This project aims to restore the existing building known by name as "Retirement" which is currently vacant. The proposed use of the building and grounds will be for a future cultural heritage center and recreational venue. Once remodeled, the overall site will be utilized as a cultural heritage hub for Southwest Virginia.
Construction drawings for the building named "Retirement" must be submitted and approved by the Town of Abingdon Building Official and Planning Department. The existing building has an original core structure and a non-contributing addition that includes a kitchen. The transition between the original structure and the non-contributing addition must be taken into consideration.
The Town will have two opportunities for pre-bid information gatherings- (1) A virtual meeting with prospective applicants on July 14, 2025, at 3:00 p.m., and (2) A walk through scheduled for the week of July 14, 2025, for those applicants who wish to visit the property.

Summary: Preservation Maryland is soliciting proposals from qualified firms for design-build services for the preservation of the walls of historic Fort Frederick, located in Fort Frederick State Park, Big Pool, MD (preservationmaryland.org/fortfrederick/). Owned by the State of Maryland and managed by the Maryland Dept. of Natural Resources (DNR), Fort Frederick is the centerpiece of the park in Washington County. Constructed in 1756 for the French and Indian War, it was the only stone fort built by a British colony during that time. It was designated a National Historic Landmark in 1973 and is included in the Maryland Inventory of Historic Properties. The site was reactivated and used in several conflicts, then sold and farmed by a family of free African Americans. In 1922, the land was purchased by the State of Maryland for use as a recreation area. Under the State's stewardship, the Fort has seen several repair campaigns, but sections of the walls are deteriorating. The current effort is a partnership between DNR and Preservation Maryland (as project manager) to stabilize, conserve, and restore the historic walls. The RFP requires the documentation, construction design, and repair/restoration of the Fort's walls, focusing on those sections of the wall most at risk of collapse, and to provide DNR with targeted planning for work beyond the project budget.

Summary: The Boulder County Community Planning & Permitting Historic Preservation Team is partnering with Open Space (POS) on a two-phase initiative to more accurately and equitably document and uplift Latinx and Chicano histories through a countywide Historic Context Study and an equity-rooted outreach plan focused on unincorporated Boulder County. Phase I will include questioning what narratives have historically been centered, identifying what and who has been left out, and laying the groundwork for a community-informed approach to historic preservation.
This work directly supports Phase II - Resilient Roots, an initiative led by POS to create a long-term blueprint for inclusive interpretation of public lands and historic sites. The project is beginning with a pilot effort at Las Barracas, located on N 119th Street in Longmont - the only standing structure on Boulder County open space currently known to be directly associated with both Latinx and Japanese American communities.
The final deliverables for Phase I will be used to guide not only Las Barracas interpretation and management, but future place-based storytelling across the County at County-managed sites.

Summary: The City of Hot Springs, Arkansas, seeks proposals for Historic Preservation Services on four (4) structures outside the Pleasant Street Historic District. The Pleasant Street Historic District was placed on the National Register of Historic Places in 2003 and was designated as a local district in 2005. It is Arkansas's largest intact historic district built for and by African Americans. It is a residential district with a small extant commercial district. Preserving the Pleasant Street Historic District protects a history essential to both Hot Springs and Arkansas. Some structures (100 Garden Street, 101 Garden Street, 401 Garden Street, and 620 Malvern Avenue) outside of the district but immediately adjacent to it may be eligible for individual listing. The selected Contractor will prepare Determinations of Eligibility for the four structures, along with AR Architectural Resources Survey Forms.

Summary: The City of Fort Smith, Arkansas is interested in obtaining the services of a professional preservation consultant/contractor to evaluate, revise, and update the existing Belle Grove Historic District Design Guidelines to suit the needs of the district as it stands now. The Belle Grove Historic District is a 22 square block residential neighborhood situated near Belle Point, the site of the original Fort Smith. It is the oldest neighborhood in the city of Fort Smith and the second oldest residential neighborhood in the state of Arkansas. The previous design guidelines were completed in 2009. The new design guidelines shall employ a combination of text, photos, and images to describe and fully illustrate recommended preservation and maintenance treatments in an accessible and readable format. Additionally, they shall provide additional information on appropriate replacement materials, green and sustainable design treatments, and adaptive reuse considerations.

Summary: NRF and the City are seeking qualified consultants or contractors to produce a report accompanied by physical window adaptation demonstrations that offer several approaches to preserve existing wooden window fabric while removing the friction points that create hazardous lead dust. Specifically, the consultant will research and produce several adaptation or mitigation solutions for wood windows that allow homeowners to modify and safely operate their lead-hazard windows following all RI state lead laws. Strategies will be put into a report and demonstrated on several windows for review by RI Lead Inspectors to ensure the interventions qualify as Lead-Safe. Successful strategies will be incorporated as an appendix into Newport's existing "Policy Statement on Window and Door Replacements".
Alongside window adaptation strategies, the consultant's report will update existing incentives, tax credis, and local grants to support lead safe efforts. If/where there are gaps in such financial tools, the consultant will research and/or identify incentives used in other communities that could inform Newport and Rhode Island. The goal of the project is to produce and share accessible adaptation and abatement strategies for the safe, affordable, and continued use of lead hazard windows rather than their removal and disposal.

Summary: The Cumberland Mayor and City Council, and Historic Preservation Commission, seek the professional services of a qualified consultant to conduct the first phase of an update of the Downtown Cumberland National Register Historic District, originally nominated in 1983. This 1st phase will include an updated narrative for Sections 7 and 8, an analysis and recommendations for potential boundary expansion(s), and photographic documentation.
The district is located in downtown Cumberland and encompasses Baltimore Street, formerly the main thoroughfare through the city and now and brick pedestrian mall. The street is lined with large multi-story commercial buildings, most of which were built in the late 19th and early 20th centuries.
The selection process will be graded on a number of criteria and submission requirements. Sealed proposals addressed to the Mayor and City Council of Cumberland must be received at the Office of the City Clerk, City Hall, 57 North Liberty St., Cumberland, MD, 21502, by the deadline. All proposals must be submitted in a sealed envelope, plainly marked on the outside "Downtown Cumberland Historic District Update." Proposals will be publicly opened at 3:30 p.m. on Wednesday, November 6th, 2024 in City Hall Council Chambers.

Summary: Owned by the State of Maryland and managed by the Maryland Dept. of Natural Resources, the future Freedman's State Historical Park will be a 1,014-acre park located within the existing boundaries of Patuxent River State Park. The new park encompasses land once owned and farmed by the Howard Family. Family patriarch Enoch George Howard was born into slavery in 1814. In 1851, Enoch purchased his own freedom, followed by that of his wife Harriet and their eldest four children seven years. The Howards would eventually purchase the land and property from the family that had previously enslaved Harriet. This acreage included a chapel specifically designated as a place of worship for local Black citizens and a community school. During his lifetime, Enoch was a highly respected man, and many of his descendants rose to prominence through their own accomplishments and contributions. Since then, the land has remained largely undeveloped and used for agricultural purposes.
Acting as project manager on behalf of DNR, Preservation Maryland is seeking consultant services for the completion of a Cultural Landscape Report (CLR) and Historic Structures Report (HSR) to inform future funding, preservation planning, conservation of significant landscapes, and engagement with stakeholders and community partners.
The scope of work includes preparing a cultural landscape report, Historic Structures Report for the John Howard House, new and/or updated National Register listing of historic sites and structures within the proposed Freedman's State Historical Park, preliminary mapping of the park, and phase 1 archaeological investigation. The RFP also outlines the project deliverables, timeline, budget, instructions for submission, qualifications, and selection procedures.

Summary: In partnership with the Maryland Dept. of Natural Resources, Preservation Maryland is overseeing the restoration of and interpretive design for the Elkridge Furnace Plank Houses. Their architectural features and likely occupants tell an important piece of the area's layered history. However, both structures are at great risk of collapsing and in need of immediate intervention to prevent their loss. The goal of this project is to accurately restore the houses in such a manner as to retain as much historic fabric as possible to ensure their longevity and prepare the site for expanded interpretation.
Objectives include documenting the condition of the buildings, identifying appropriate treatment plans, stabilizing the structures, and other goals as detailed in the RFP. The RFP also outlines design and construction requirements, the proposed budget, respondent qualifications, preparation of the proposal, and submission guidelines.

Summary: The City of Mobile is soliciting competitive proposals from qualified cultural resource consulting firms and individuals interested in providing professional preservation planning and public meeting facilitation services.
The City of Mobile, a Certified Local Government (CLG), is home to seven (7) locally designated historic districts. Exterior work at all properties within these districts is subject to review against the Design Review Guidelines for Mobile's Historic Districts, adopted in 2016. The Design Review Guidelines Updates project will consist of the development of updates and additions to multiple sections of the existing guidelines to offer greater guidance on new and emerging technologies and building materials in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. The project will include a review of the existing guidelines to make clear the difference between those based on the Standards and those that are suggested "best practices."
A Q&A meeting will be hosted by project managers and appropriate City staff on September 3. A summary of this meeting will be emailed to participants on September 5.

Summary: Hot Springs has a National Historic Landmark (Bathhouse Row), a national park (Hot Springs National Park), sixty (60) structures listed individually on the National Register of Historic Places, and eighteen (18) National Register historic districts. Two of those districts are also protected by a local ordinance. Between the districts and individual listings, Hot Springs has approximately five hundred sixty (560) recognized historic buildings.
Through community visioning and an inclusive planning process, the consultant will develop a Heritage and Historic Preservation Plan that aligns with the City's current comprehensive plan Forward Hot Springs, to identify and assess Hot Springs' historic and cultural resources (including buildings, structures, objects, monuments, landscapes, burial grounds) and include whether additional Historic Resource Surveys are needed, best practices and preservation strategies, and general state of condition. The consultant will also identify challenges and opportunities pertinent to the preservation of Hot Springs's historic and cultural resources, including an assessment of existing preservation mechanisms. The goal is to create a Heritage and Historic Preservation Plan, which includes an Implementation Plan, and Executive Summary.
