  • Job Summary: Assist the historic preservation manager in analyses of Certificates of Appropriateness applications, administration of the Historic Architectural Guidelines and Land Development Regulations applicable to the Historic District of the City of Key West
  • Job Qualifications:

    REQUIRED KNOWLEDGE/ SKILLS/ ABILITIES/ QUALIFICATIONS:

    Strong technical orientation with experience in review of Certificates of Appropriateness and historic preservation planning and development plans.

    Strong knowledge and ability to read and understand architectural plans, site plans, Sanborn Insurance maps, surveys and construction plans.

    Strong knowledge of the U.S. Secretary of Interior’s Standards and Guidelines for Historic Preservation and knowledge of or ability to understand the City’s Historic Architectural Guidelines and Land

    Development Regulations pertaining to historic zoning districts and historic buildings. Strong statistical orientation, with database management experience.

    Knowledge of or ability to quickly learn City licensed software and City mainframe system GIS, as well as software necessary to perform the job.

    Ability to promote and maintain harmonious working relationships with diverse community agencies, groups and advisory boards; Federal, State, County, and City officials, as well as individual members of the general public.

    Strong verbal and written communication skills.

    Ability to analyze construction, repair and restoration techniques and methodology pertaining to historic buildings.

    Ability to make public presentations, respond to public inquiries and work with property owners, developers, architects, engineers and contractors.

    Ability to work independently.

    Must possess and maintain a valid Florida driver’s license.

    Experience at the municipal government level in historic preservation planning or related research is preferred.

    Must possess and maintain a valid Florida driver’s license.

    Master’s degree in Historic Preservation is preferred with at least 1 year professional experience in the field.    Bachelor’s degree in Historic Preservation with at least 2 years of experience in the field.    Master’s or Professional bachelor’s degree in architecture,  Masters in Regional or Urban Planning or closely related discipline with at least 2 years of experience in historic preservation field or as determined by the City Planner and Historic Preservation Planner.

    Knowledge of and ability to incorporate regulations and requirements of the Certified Local Government Program.

    Knowledge of the requirements for listing structures, sites and monuments in the National Register of Historic Places. Demonstrated ability in the preparation of such nominations.

    Able to meet professional qualification standards for U.S. National Park Service as well as State of Florida Certified Local Government Program.

The Key West Historic District is located in the Old Town section of the city of Key West and is designated as a Certified Local Government

DUTIES/TASKS/JOBS

Assists the Historic Preservation Planner in reviewing Certificates of Appropriateness and assists with the historic architectural review process.
Assists the Historic Preservation Planner in his/her duties and is part of staff support to the Historical Architectural Review Commission.
Assists the Historic Preservation Planner advising boards and agencies, as required.
Assists the Historic Preservation Planner providing technical assistance to City agencies, developers and property owners concerning appropriate changes or modification of properties within the historic district.
Assists the Historic Preservation Planner in researching, preparing analyses and comments to the Historic Architectural Review Commission, Planning Board and City Commission, as required.
Assists the Historic Preservation Planner explaining HARC guidelines, historic preservation ordinances and the U.S. Secretary of Interior’s Standards and Guidelines for Historic Preservation to customers.
Performs special projects related to historic preservation, research and provides all required reporting as assigned by the Historic Preservation Planner and/or City Planner.

 

Benefits

All NCPE interns received an hourly stipend, the rate is listed at each position description. Additionally, interns receive paid time off (PTO), paid Federal holidays if working full-time, and access to NCPE's Employee Assistance Program (EAP) for career and personal counseling, coaching, and referrals. Project sites may also offer a housing allowance and/or commuting stipend; this information is also listed in the description or offered during the interview.

Eligible NCPE interns who successfully complete their internships may count their position towards earning a Public Land Corps (PLC) Non-Competitive Hiring Authority certificate. To be eligible to earn a PLC certificate, an intern must be 30 years old or younger (or 35 if a veteran). Once earned, the PLC hiring authority certificate may be used to apply for eligible Federal temporary, term, or permanent positions. Successful completion of a NCPE internship does not guarantee Federal employment. Contact manager@preservenet.org for more details.

Eligibility

To be eligible, applicants must be
*at least 18 years old;
*no older than 30 years of age (or 35 years if a Veteran) when beginning the internship; applicants who are 31 or older (or 36 or older if a Veteran) are not eligible;
*currently enrolled in a degree-seeking academic program at the college level (or recently graduated within the past 12 months)
*be a U.S. Citizen or permanent resident.

Interns are not allowed to work more than 1200 hours total in the program; previous interns must stay within this overall limit. The length of an internship can vary from 10 to 30 weeks if full-time (40 hours per week) or longer if on a part-time schedule. If selected, the exact starting date will be determined by you and the NPS supervisor. The stipend rate is $17.00 per hour unless otherwise listed.

The successful candidate is responsible for finding and paying for travel to and housing at the internship location; some exceptions apply. The supervising office may be able to assist in locating housing but it is ultimately up to the individual accepting the internship to find accommodation.

The National Council requires all interns working in-person at Federal facilities and/or with Federal employees receive the Covid-19 vaccination. Please be advised that you may also be required to wear a mask, depending on the protocols adopted by your work site. Also be aware that, due to Government-wide security requirements, a background check will be required if you are selected for a position. This will include providing information about recent housing and employment history. The position supervisor will have more information about these requirements and procedures at the time of hiring. Please note that interns are not NCPE or NPS employees. Stipends are academic awards and taxes are not withheld, nor are social security contributions made on your behalf. These funds may be taxable, however, so consult a tax preparation professional if you have questions.
