    MINIMUM QUALIFICATIONS

    Bachelor’s degree in Planning, Geography, Public Administration, Architecture, Historic Preservation, or closely related field and a minimum two (2) years’ previous experience and/or training in the field of urban planning.

     

    Fluent in Spanish including, speaking, writing, and reading (only required for assignment to the neighborhood planning team)

     

    Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.

     

    PREFERRED QUALIFICATIONS

    Master’s degree in Planning, Geography, Public Administration, Architecture, Historic Preservation, or closely related field.
    AICP or other professional certification.
    CONDITIONS OF EMPLOYMENT

    Must pass a drug screen and background check.
    Must have Class C Texas Driver’s License.
    Must maintain a minimum 32 hours of continuing education/professional development per year.

    PHYSICAL DEMANDS

    Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).  Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require visual and sound perception and discrimination and oral communications ability.

SUMMARY OF POSITION

Under relatively limited supervision, this position is responsible for researching, analyzing, reviewing, and facilitating matters related to growth, development, redevelopment, revitalization, and the physical organization of the community. Depending on area assignment, the focus of an individual planner may include the review of and responsibility for development and zoning requests, activities related to comprehensive planning and research, neighborhood planning, downtown planning and/or various historic preservation activities. At the discretion of the Planning Manager, this position is also responsible for researching special issues, assisting in the drafting of amendments to development regulations, and carrying out other duties as assigned.

When assigned to the Downtown Development and Preservation Team:

Planners on the Downtown Development and Preservation team carry out reinvestment activities in McKinney’s historic downtown that balance preservation principles and character with market needs.

 

With relatively limited oversight, processes, analyzes and evaluates historic preservation applications such as Certificates of Appropriateness (COAs), architectural elevations, and historic markers in accordance with applicable codes, policies, and design guidelines for consideration and action by the city.
Evaluates and advises on development applications such as site plans and (re)zonings that occur within the historically significant areas of McKinney. This includes the Traditional McKinney Neighborhood Overlay (TMN), Historic Preservation Overlay (H), Historically Significant Area (HSA), and the McKinney Town Center (MTC) form-based zoning district.
Prepares reports, meeting agendas, graphics, and associated studies and documentation for distribution to the Historic Preservation Advisory Board (HPAB) and City Council; this includes making formal presentations to the Board.
Provides direct support for revitalization-related economic incentive programs such as the Historic Neighborhood Improvement Zone (HNIZ), Neighborhood Empowerment Zone (NEZ), and Tax Increment Reinvestment Zone (TIRZ).
Researches and applies current historic preservation state/federal practices at the local level.
Performs quality assurance reviews on select historic preservation applications.
Coordinates and promotes historic preservation efforts between various departments/division, such as Planning, Engineering, Building Inspections, Public Information Office, Convention & Visitors Bureau, Main Street and/or neighborhood groups.
Presents and provides information, education, and technical assistance to citizens, applicants, property owners, architects, staff members, or other individuals/agencies regarding historic preservation guidelines, planning issues, ordinances, site plan reviews, procedures, forms, or other issues.
Assists in the development, drafting and implementation of policies and regulations related to preservation and redevelopment.
Prepares maps and exhibits, as needed.
Performs field inspections.

Benefits

All NCPE interns received an hourly stipend, the rate is listed at each position description. Additionally, interns receive paid time off (PTO), paid Federal holidays if working full-time, and access to NCPE's Employee Assistance Program (EAP) for career and personal counseling, coaching, and referrals. Project sites may also offer a housing allowance and/or commuting stipend; this information is also listed in the description or offered during the interview.

Eligible NCPE interns who successfully complete their internships may count their position towards earning a Public Land Corps (PLC) Non-Competitive Hiring Authority certificate. To be eligible to earn a PLC certificate, an intern must be 30 years old or younger (or 35 if a veteran). Once earned, the PLC hiring authority certificate may be used to apply for eligible Federal temporary, term, or permanent positions. Eligibility

To be eligible, applicants must be
*at least 18 years old;
*no older than 30 years of age (or 35 years if a Veteran) when beginning the internship; applicants who are 31 or older (or 36 or older if a Veteran) are not eligible;
*currently enrolled in a degree-seeking academic program at the college level (or recently graduated within the past 12 months)
*be a U.S. Citizen or permanent resident.

Interns are not allowed to work more than 1200 hours total in the program; previous interns must stay within this overall limit. The length of an internship can vary from 10 to 30 weeks if full-time (40 hours per week) or longer if on a part-time schedule. If selected, the exact starting date will be determined by you and the NPS supervisor. The stipend rate is $17.00 per hour unless otherwise listed.

The successful candidate is responsible for finding and paying for travel to and housing at the internship location; some exceptions apply. The supervising office may be able to assist in locating housing but it is ultimately up to the individual accepting the internship to find accommodation.

The National Council requires all interns working in-person at Federal facilities and/or with Federal employees receive the Covid-19 vaccination. Please be advised that you may also be required to wear a mask, depending on the protocols adopted by your work site. Also be aware that, due to Government-wide security requirements, a background check will be required if you are selected for a position. This will include providing information about recent housing and employment history. The position supervisor will have more information about these requirements and procedures at the time of hiring. Please note that interns are not NCPE or NPS employees. Stipends are academic awards and taxes are not withheld, nor are social security contributions made on your behalf. These funds may be taxable, however, so consult a tax preparation professional if you have questions.
