The Architectural Historian senior-level position requires a seasoned professional with extensive experience in architectural history and cultural resource management. The successful candidate will possess in-depth knowledge of the National Historic Preservation Act (NHPA), Section 106 regulations, FCC Programmatic Agreements, and the regulatory frameworks of various Historic Preservation Offices.
Responsibilities would include:
- Lead and oversee historic architectural resource surveys and evaluations from start to finish, including background research, context development, field documentation, report writing, and survey form preparation in compliance with CEQA, NEPA, Section 106 of the NHPA, and applicable local requirements.
- Evaluate historic architectural resources in relation to the NRHP criteria and within the framework of the historic and architectural contexts developed for each project.
- Assess the effects of proposed undertakings on identified historic properties in accordance with the regulations found at 36 CFR Part 800, providing expert recommendations for managing potential impacts.
- Develop strategies to eliminate, minimize, or mitigate adverse effects to historic properties, including working directly with clients to facilitate Section 106 consultation processes and resolve conflicts or issues.
- Lead the development of historic preservation documents, including National Register nominations, state-level and HABS/HAER/HALS documentation, historic context studies, historic preservation plans, and other specialized reports and studies as assigned.
- Assess CEQA impacts/Section 106 effects on historical resources and historic properties, considering federal, state, and local requirements, and provide expert guidance to clients on regulatory compliance.
- Provide expert knowledge of the Secretary of the Interior’s (SOI) Standards for the Treatment of Historic Properties, ensuring their correct application in federal, state, and local regulatory settings.
- Manage and oversee project budgets, ensuring that projects are completed within financial constraints, while maintaining high standards of quality and compliance.
- Lead, mentor, and manage junior staff or consultants involved in cultural resource management, fostering a collaborative and effective working environment, and ensuring that project deliverables meet E2PM’s high standards.
- Coordinate with project teams and external stakeholders, including clients, regulatory agencies, and preservation organizations, to ensure that all requirements and deadlines are met for each project.
- Prepare, review, and finalize technical reports and ensure that all documentation is accurate, thorough, and meets industry standards, client expectations, and regulatory requirements.
- Assist clients in navigating complex preservation issues, offering strategic advice on the preservation, treatment, and potential redevelopment of historic properties.
- Conduct advanced research on historic properties and cultural landscapes to support the documentation and preservation of significant resources.
- Develop preservation strategies and policies that align with the goals and objectives of clients while ensuring compliance with applicable preservation laws and regulations.
- Assist in the development of project proposals and scope of work for new projects and contribute to the growth of the firm’s cultural resource services.
- Oversee quality control of field surveys and documentation, ensuring consistency and compliance with industry standards, regulatory guidelines, and E2PM’s internal procedures.
- Support business development activities by contributing to proposals, engaging with potential clients, and identifying new opportunities for E2PM’s cultural resource services.
- Stay current with evolving preservation laws, regulations, and industry trends, and ensure the firm’s practices remain at the forefront of the field.
- Review and approve final deliverables, including reports, technical documents, and presentations, ensuring they align with E2PM’s quality standards and client expectations.
- Provide leadership in navigating complex regulatory environments, balancing preservation goals with client development objectives, and ensuring effective communication and project execution.
Benefits
All NCPE interns received an hourly stipend, the rate is listed at each position description. Additionally, interns receive paid time off (PTO), paid Federal holidays if working full-time, and access to NCPE's Employee Assistance Program (EAP) for career and personal counseling, coaching, and referrals. Project sites may also offer a housing allowance and/or commuting stipend; this information is also listed in the description or offered during the interview.
Eligible NCPE interns who successfully complete their internships may count their position towards earning a Public Land Corps (PLC) Non-Competitive Hiring Authority certificate. To be eligible to earn a PLC certificate, an intern must be 30 years old or younger (or 35 if a veteran). Once earned, the PLC hiring authority certificate may be used to apply for eligible Federal temporary, term, or permanent positions. Eligibility
To be eligible, applicants must be
*at least 18 years old;
*no older than 30 years of age (or 35 years if a Veteran) when beginning the internship; applicants who are 31 or older (or 36 or older if a Veteran) are not eligible;
*currently enrolled in a degree-seeking academic program at the college level (or recently graduated within the past 12 months)
*be a U.S. Citizen or permanent resident.
Interns are not allowed to work more than 1200 hours total in the program; previous interns must stay within this overall limit. The length of an internship can vary from 10 to 30 weeks if full-time (40 hours per week) or longer if on a part-time schedule. If selected, the exact starting date will be determined by you and the NPS supervisor. The stipend rate is $17.00 per hour unless otherwise listed.
The successful candidate is responsible for finding and paying for travel to and housing at the internship location; some exceptions apply. The supervising office may be able to assist in locating housing but it is ultimately up to the individual accepting the internship to find accommodation.
The National Council requires all interns working in-person at Federal facilities and/or with Federal employees receive the Covid-19 vaccination. Please be advised that you may also be required to wear a mask, depending on the protocols adopted by your work site. Also be aware that, due to Government-wide security requirements, a background check will be required if you are selected for a position. This will include providing information about recent housing and employment history. The position supervisor will have more information about these requirements and procedures at the time of hiring. Please note that interns are not NCPE or NPS employees. Stipends are academic awards and taxes are not withheld, nor are social security contributions made on your behalf. These funds may be taxable, however, so consult a tax preparation professional if you have questions.
