  • Job Qualifications:

    You qualify for this position at the IC-11 level (starting salary $70,346) if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-09) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

    Applying laws, regulations, or executive orders regarding environmental planning or historic preservation,
    Assisting internal and external stakeholders to resolve technical or administrative environmental or historic preservation issues; and,
    Preparing technical reports and presentations to support research findings related to environmental federal laws, executive orders, or regulations.
    OR

     

    Ph.D. or equivalent doctoral degree;

    or

    3 full years of progressively higher-level graduate education leading to such a degree.

    or LL.M.

    OR

    Combination of education and experience

     

    You qualify for this position at the IC-12 level (starting salary $84,316) if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-11) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

    Evaluating impacts to environmental or historic resources by applying the Endangered Species Act, National Historic Preservation Act, Wild and Scenic River Act, Coastal Zone Management Act, or other environmental laws,
    Coordinating with internal and external partners to provide technical guidance; and
    Writing standard operating procedures, guidance documents, consultation letters, or white papers related to environmental or historic preservation issues.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In this position, you will serve as an Environmental Protection Specialist for Region Three in Harrisburg, PA.

Typical assignments include:

Ensuring compliance with environmental laws and regulations or mitigating adverse impacts to environmental and historic resources as a result of agency program implementation.

Analyzing proposed actions to determine the appropriate level of National Environmental Policy Act documentation.

Completing non-disaster and disaster environmental compliance reviews.

Providing technical assistance, training, and outreach to internal and external stakeholders.

Ensuring the execution of policies and procedures to accomplish the mission.

Providing timely advice and recommendations on overall environmental or historic preservation program management initiatives.

Collecting data on environmental and historic preservation considerations related to potential impacts.

Making effects determinations for historic resources and/or endangered species.
