  • Job Summary: The Deputy Director of Historic Resources oversees historic review, permitting, and compliance for MBTA capital projects, ensuring approvals and monitoring construction for adherence to state and federal historic regulations and agreement conditions.
  • Job Qualifications:

    Minimum Requirements & Qualifications

    Must meet the U.S. Secretary of the Interior’s Professional Qualification Standards under the National Historic Preservation Act (NHPA) of 1966.

    Master’s degree in Archaeology, Anthropology, Historic Preservation, Architectural History, or a related field.

    Minimum of five (5) years of professional experience in archaeology, architectural history, historic preservation, cultural resources management, or a related field.

    Minimum of three (3) years of supervisory, managerial, and/or leadership experience.

    Demonstrated experience with NEPA and Section 106 review processes under the NHPA.

    Working knowledge of environmental laws and regulations related to historic preservation.

    Experience reviewing large-scale infrastructure design plans and specifications.

    Proficiency in Adobe, Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Access).

    Experience using GIS systems, Massachusetts Cultural Resource Information System (MACRIS), and other relevant mapping tools.

    Strong analytical writing skills required; oral presentation skills are a plus.

    Ability to collaborate effectively with MBTA departments, external agencies, municipal governments, consultants, and contractors.

    Substitution Guidelines

    A Master’s degree in Civil Engineering, Environmental Planning/Policy, Geology, Environmental Science, or a related field may substitute for two (2) years of general experience.

    A nationally recognized certification or a professional license in a related field may substitute for one (1) year of experience.

    Preferred Qualifications

    Nine (9) years of demonstrated experience in historic preservation and compliance with relevant laws and regulations, particularly in transportation or infrastructure projects.

Review assigned projects to assess impacts on cultural and historic resources. Ensure compliance with Section 106 of the National Historic Preservation Act and applicable state laws.

Conduct project plan reviews, background research, site visits, and prepare assessment documentation, National Register eligibility evaluations, and determinations of effect.

Coordinate cultural resource review processes with MBTA staff, project consultants, federal and state agencies, federally recognized tribes, local historical commissions, community organizations, and the public.

Support MBTA project teams in securing permits and meeting obligations under environmental and historic preservation laws by coordinating cultural resource review documentation.

Apply a strong working knowledge of National Register of Historic Places eligibility criteria and federal/state historic preservation laws and regulations.

Review and evaluate consultant scopes of work, permit applications, and budget proposals for technical adequacy and cost-effectiveness.

Ensure memorandums and reports meet professional standards.

Identify context-sensitive solutions for cultural resource issues.

Conduct field reviews and inspections of construction projects to verify compliance with historic preservation conditions and regulations.

Develop and implement training programs for MBTA staff related to historic compliance.

Manage the closeout of historic resource review and permitting processes, ensuring all mitigation and project requirements are fulfilled.

Hire, supervise, and manage staff involved in historic resource permitting, review, design, and construction.

Perform other related duties and projects as assigned.

Supervision:

Direct supervision of one (1) manager and one (1) analyst (future role).
