  • Job Summary: Develop NPS-specific National Historic Preservation Act (NHPA) compliance pathways, protocols, program alternatives, and corresponding guidance and training for park and program adaptation projects in support of climate change response in the NPS.
  • Job Qualifications:
    • Professional education, training, and substantive experience with cultural resources NHPA compliance, including but not limited to historic buildings and structures, and especially cultural landscapes, archaeological sites, and properties of religious and cultural significance to federally-recognized Tribes, Native Hawaiians, Native Alaskans, and other specific cultural groups, and/or regional and local neighbors.
    • Knowledge of the NHPA and ACHP’s regulations implementing Section 106 (36 CFR Part 800).
    • Skills and experience required to communicate preservation issues effectively to NPS and SHPO staff and other stakeholders in contentious circumstances and in high visibility public forums.
    • Working understanding of geographic information systems (GIS).
    • Ability to manage discrete projects and tasks while simultaneously advancing collaborative efforts with multidisciplinary teams.
    • General professional knowledge demonstrated by a successful completion of a course of study in an accredited college or university leading to a bachelor’s or higher degree in a major field of study related to cultural resources (including historic preservation, preservation planning, architectural history, archeology, museum studies, etc.)
    • Meeting the Secretary of the Interior’s Professional Qualifications as applicable [Professional Qualifications Standards (U.S. National Park Service) (nps.gov)].

  • Physical Demands / Work Environment: This NCSHPO employee reports to the NPS CRPS. The position will be compensated at a rate equivalent to a GS-12 on the General Schedule (a range of $74,441 to $96,770 without locality factored in). Work will be conducted remotely. Any locality adjustments to the pay scale will be factored based on the employee’s primary residence. Work will be conducted during core business hours aligning with the Eastern time zone. The employee must reside in MD, VA, DC, DE or PA. The position’s term begins in Spring 2024 and extends five-years, assuming satisfactory performance.

Website National Conference of State Historic Preservation Officers

The National Conference of State Historic Preservation Officers (NCSHPO) is a nonprofit organization whose members are the State government officials (State Historic Preservation Officers, or SHPOs) and their staff who carry out the national historic preservation program as delegates of the Secretary of the Interior pursuant to the National Historic Preservation Act of 1966, as amended (NHPA). NCSHPO serves as a communications vehicle between SHPOs, federal agencies and other organizations. It also educates the public and elected officials about the national historic preservation program, legislation, policies and regulations to promote historic preservation efforts.

A term-limited position to support the National Park Service’s (NPS) Cultural Resources, Partnerships, and Science Directorate (CRPS) as a Liaison and a coordinator working with the NPS, the Advisory Council on Historic Preservation (ACHP), State Historic Preservation Officers (SHPOs), and Tribal Historic Preservation Officers (THPOs). The employee will help develop bureau-specific National Historic Preservation Act (NHPA) compliance pathways, protocols, program alternatives, and corresponding guidance and training for park and program adaptation projects in support of climate change response in the NPS. The employee will complete the following tasks within a five-year time frame.

Specific tasks include:

A.    Assist, advise, and partner with the ACHP Liaison(s) working with the NPS on efforts to focus on cultural resource climate change resiliency and associated NHPA compliance.

B.     Collect data from staff at parks, regions, and headquarters including from the various directorates and subject matter expert offices to assess the status of NPS cultural resource climate change resiliency and NHPA compliance efforts in parks thus far, identifying themes, best practices, and areas of constraints and opportunities related to NHPA compliance pathways, protocols and program alternatives. Expand this work to NPS programs and applicants, as directed.

C.     Provide dedicated assistance to NPS identifying and developing NHPA compliance pathways or protocols for using the existing 2008 NPS Servicewide Programmatic Agreement for Section 106 NHPA and/or other applicable program alternatives, and developing new pathways, protocols, and/or program alternatives to help the NPS expedite reviews and create consistency.

D.    Assist the NPS to address cultural resources resiliency compliance efficiencies for, but not limited to, the types of undertakings listed below, as well as developing protocols or agreements to facilitate required NHPA consultations:

a.       Testing, assessment, inventory, monitoring, and documentation efforts

b.      Abatement and stabilization projects

c.       Infrastructure and utility upgrades

d.      Transportation and infrastructure projects

e.       Resiliency, conservation, and adaptation projects (i.e. flood, fire, drought, etc.)

f.        Cultural resources resiliency informed by Traditional Ecological Knowledge, Tribal knowledge, and local knowledge

g.      Emergency response and recovery efforts

h.      Integration of NHPA with planning processes and procedures such as the National Environmental Policy Act and other NPS policies.

E.     Develop scopes of work for special projects to inform the NPS’s larger cultural resources climate change resiliency effort, and contract for, administer, and ensure timely execution of the special projects with the ACHP Liaison(s) and in coordination with NPS, SHPOs, and THPOs.

F.      Develop and provide guidance, training, outreach, and implementation assistance to the field, including guidance on NPS alternative processes consistent with similar existing trainings for Section 106 NHPA within the NPS.

G.    Identify issues of mutual concern to NPS, State Historic Preservation Officers (SHPOs), Tribal Historic Preservation Officers (THPOs), and the ACHP, and assist in the development of best practices and related publications or peripherals, as needed.

H.    Identify, document, and develop NPS cultural resource climate change resiliency case studies and success stories in NHPA compliance to create reference materials for assistance with other NPS projects.

I.        Participate in activities, including meetings, workshops, and conferences, involving coordinating organizations (NPS, SHPOs, THPOs and/or ACHP) and/or of relevant professional organizations, as time and budget allows and as applicable to Liaison duties.
