  • Job Summary: American Conservation Experience, a nonprofit Conservation Corps, in partnership with the National Park Service (NPS), is seeking 1 Fellow to assist in providing technical support for the NPS' cultural resources grant programs.

    ACE Members will need to complete bi-weekly timesheets, beginning of term feedback forms, end of term evaluations and for longer terms, a mid-term evaluation.
    Must be comfortable working with Esri GIS desktop and online products, geospatial data management, and GIS application development and deployment. No basic training will be provided for GIS foundations.
    Must have the ability to multitask and have basic understanding of cartographic principles.
    Must have sufficient skills to work mostly independent with occasional assistance from NPS Staff.
    Must be able to communicate clearly and concisely with resource professionals within NPS and have effective communication skills with diverse audiences.
    Must have general familiarity with historic preservation, cultural resources, American history, architecture, GIS, or similar fields.

    Preferred:

    Possess a degree (or be pursuing a degree) in geography, planning, natural or cultural resource management, or other related disciplines.
    Experience working with Esri GIS desktop and online products, geospatial data management, and GIS application development and deployment.
    Experience with graphic design and the use of Adobe InDesign.
    Familiarity with simple coding languages (e.g. Arcade; Python, etc.).
    Familiarity with cultural resource management.
    Familiarity with the mission of the NPS and other federal land management agencies.

Location Details/Description: The State, Tribal, Local, Plans & Grants division is located in Washington, DC; however, this position may be completely remote. The Fellow may elect to work in the STLPG office full-time, part-time, or fully remote with the approval of the assigned supervisor.

Position Overview:

The Fellow will support the work of the State, Tribal, Local, Plans & Grants Division through the development and administration of geospatial programs and creation of products and tools related to the division’s grant and technical assistance programs. This position involves working on multiple projects simultaneously, responding to program geospatial needs, and ensuring compliance with geospatial data standards. The fellow will be expected to follow existing standard operating procedures (SOPs), but may also propose workflows and processes for analyzing and gathering existing data to create visual representations of the division’s grant programs and other work suitable for use on the web or print collateral materials. The Fellow will be expected to work with other NPS and Department of the Interior (DOI) GIS professionals to understand and apply all relevant policies. Projects will typically entail a variety of assigned activities, such as information compilation, retrieval, and organization, data entry, and maintenance of information management systems. The GIS Fellow will have opportunities to develop skills to establish and maintain effective working relationships with a variety of individuals and groups within the Federal Government, as well as with external partners.

Duties:

-Maintain and implement existing and future GIS information management systems (including Esri GIS products) to support the mission of the Division, by performing regularly scheduled updates to ArcGIS Online StoryMaps, Web Applications, and Web Maps following established SOPs.
-Provide knowledge and support in an existing ESRI web-based survey tool (CRSurveyor) for architecture and archaeology field surveys that are operated via ArcGIS Field Maps, and assist partners in deployment, setup, customization, updates, and resources for existing modules in CRSurveyor, as needed.
-Apply division-specific geospatial data standards to the geospatial products for each of the division’s grant programs.
-Provide detailed information for easier compiling, summarizing, analyzing, or reporting, including geospatial data.
-Disseminate information to the appropriate personnel and perform duties in compliance with applicable guidelines and SOPs, while maintaining and updating the GIS Fellow procedures guide as necessary.
-This individual placement is meant to facilitate professional development and promote exposure to land management agencies and networking with professionals. This could include gaining experience in different conservation fields and shadowing different work groups.

Schedule: Monday to Friday; full-time, flexible hours and schedule depending on the candidate’s needs.

Position Benefits

Living Allowance: The ACE Member is expected to contribute ~40 hours/week and will receive a living allowance of $1,100/week to offset the costs of food and incidental expenses, dispersed bi-weekly.

Public Land Corps Hiring Authority: Members serving under this agreement may be eligible for a federal hiring authority upon completion of their term of service and 640 hours of service. If the duration of a PLC-eligible term is not long enough for Members to accrue 640 hours of service (~16 weeks), the total hours served at the completion of the term may be eligible to be combined with hours accrued from another PLC-eligible term to meet the 640 hours requirement. PLC projects also include specific eligibility requirements such as age and citizenship. Housing: Housing is the responsibility of the member and is not provided by ACE or the NPS.

Training: STLPG staff and the fellow’s direct supervisor will provide educational opportunities for the Fellow so that they understand the state and local impacts of HPF grants and geospatial needs. $1,500 is available for travel and training, as additional training opportunities may be made available as appropriate.

Benefits

All NCPE interns received an hourly stipend, the rate is listed at each position description. Additionally, interns receive paid time off (PTO), paid Federal holidays if working full-time, and access to NCPE's Employee Assistance Program (EAP) for career and personal counseling, coaching, and referrals. Project sites may also offer a housing allowance and/or commuting stipend; this information is also listed in the description or offered during the interview.

Eligible NCPE interns who successfully complete their internships may count their position towards earning a Public Land Corps (PLC) Non-Competitive Hiring Authority certificate. To be eligible to earn a PLC certificate, an intern must be 30 years old or younger (or 35 if a veteran). Once earned, the PLC hiring authority certificate may be used to apply for eligible Federal temporary, term, or permanent positions. Eligibility

To be eligible, applicants must be
*at least 18 years old;
*no older than 30 years of age (or 35 years if a Veteran) when beginning the internship; applicants who are 31 or older (or 36 or older if a Veteran) are not eligible;
*currently enrolled in a degree-seeking academic program at the college level (or recently graduated within the past 12 months)
*be a U.S. Citizen or permanent resident.

Interns are not allowed to work more than 1200 hours total in the program; previous interns must stay within this overall limit. The length of an internship can vary from 10 to 30 weeks if full-time (40 hours per week) or longer if on a part-time schedule. If selected, the exact starting date will be determined by you and the NPS supervisor. The stipend rate is $17.00 per hour unless otherwise listed.

The successful candidate is responsible for finding and paying for travel to and housing at the internship location; some exceptions apply. The supervising office may be able to assist in locating housing but it is ultimately up to the individual accepting the internship to find accommodation.

The National Council requires all interns working in-person at Federal facilities and/or with Federal employees receive the Covid-19 vaccination. Please be advised that you may also be required to wear a mask, depending on the protocols adopted by your work site. Also be aware that, due to Government-wide security requirements, a background check will be required if you are selected for a position. This will include providing information about recent housing and employment history. The position supervisor will have more information about these requirements and procedures at the time of hiring. Please note that interns are not NCPE or NPS employees. Stipends are academic awards and taxes are not withheld, nor are social security contributions made on your behalf. These funds may be taxable, however, so consult a tax preparation professional if you have questions.
