  • Job Qualifications:

    The preservation consultant will submit a statement of their qualifications to perform the required services, sufficient to meet the “Professional Qualification Standards” of 36 CFR 61 for Architectural Historian or Historian.
    Proposals should include:
    • A narrative statement describing the consultant’s approach to and understanding of the project, including proposed changes to the project schedule, if any.
    • A narrative statement of qualifications, including examples of recent, similar
    National Register projects.
    Note: Experience with properties associated with underrepresented communities,
    Disability History, and modern architecture is preferred.
    • Resumes for key personnel and subconsultants, if applicable, and an explanation
    of roles on the project. All personnel that are anticipated to work on the project
    must be identified.
    • A minimum of three references with contact information.
    • A project schedule, including project meetings with RIHPHC staff.
    • A cost proposal, broken down by task and correlated to the project schedule.

    The cost proposal must show hourly rates for all personnel.
    Note: Hourly rates may not exceed $112.24 per hour (120% of a Federal Civil
    Service GS-15, step 10 salary per project location).
    Note: The total consultant fee may not exceed $18,000.
    The consultant will be selected based on relevant work experience, demonstrated ability to produce required work products on schedule and within budget, and references.

The Rhode Island Historical Preservation & Heritage Commission (RIHPHC) is seeking a qualified preservation consultant to prepare a National Register of Historic Places nomination for ILZRO House at 22 Balcom Road in Foster, Rhode Island.

This project is sponsored and will be administered by the RIHPHC, with funds made available by the U.S. Department of the Interior, National Park Service (NPS) under a Historic Preservation Fund grant through the Underrepresented Communities Grants Program. The RIHPHC will manage the consultant selection process and enter into a contract with the selected consultant. The selected consultant must be approved by the NPS and must meet the professional qualification standards detailed in 36 CFR Part 61. All work must be performed in accordance with the Secretary of the Interior’s Standards and Guidelines for Archeology and Historic
Preservation, and NPS National Register guidance.

Project Funds 
A maximum of $18,000 in federal grant funds is available for consultant services. Responses to this Request for Proposals are expected to include a not-to-exceed fee proposal totaling $18,000, inclusive of travel, research, meetings, photography, and deliverables. No additional funding is available.

Scope of Work
The Scope of Work includes research, contextual analysis, documentation, and preparation of a National Register of Historic Places individual nomination form for ILZRO House. A more detailed description follows:
• Complete field documentation of the property, including site visit(s), current digital photography that meets NPS standards, mapping, and description of
materials, features, and spaces.
• Perform archival research, which may include in-person consultation of the Marc Harrison papers at the Hagley Museum and Library in Wilmington, Delaware and relevant Rhode Island repositories such as RISD Archives.
• Interview members of Harrison family and members of RISD community.
• Participate in regular meetings with RIHPHC staff, including at key project milestones. Some meetings may be virtual. Bimonthly written progress reports are
required.
• Prepare a complete National Register of Historic Places Registration Form, including Narrative Description, Narrative Statement of Significance, Geographical Data with required maps, Bibliography, and Photo lists and digital photo files compliant with NPS submittal standards.
• Revise materials in response to RIHPHC review edits/comments and prepare final nomination materials ready for State Review Board consideration and NPS
submission.
• Coordinate with RIHPHC for the State Review Board meeting. RIHPHC will present; consultant participation may be requested.

Benefits

All NCPE interns received an hourly stipend, the rate is listed at each position description. Additionally, interns receive paid time off (PTO), paid Federal holidays if working full-time, and access to NCPE's Employee Assistance Program (EAP) for career and personal counseling, coaching, and referrals. Project sites may also offer a housing allowance and/or commuting stipend; this information is also listed in the description or offered during the interview.

Eligible NCPE interns who successfully complete their internships may count their position towards earning a Public Land Corps (PLC) Non-Competitive Hiring Authority certificate. To be eligible to earn a PLC certificate, an intern must be 30 years old or younger (or 35 if a veteran). Once earned, the PLC hiring authority certificate may be used to apply for eligible Federal temporary, term, or permanent positions. Eligibility

To be eligible, applicants must be
*at least 18 years old;
*no older than 30 years of age (or 35 years if a Veteran) when beginning the internship; applicants who are 31 or older (or 36 or older if a Veteran) are not eligible;
*currently enrolled in a degree-seeking academic program at the college level (or recently graduated within the past 12 months)
*be a U.S. Citizen or permanent resident.

Interns are not allowed to work more than 1200 hours total in the program; previous interns must stay within this overall limit. The length of an internship can vary from 10 to 30 weeks if full-time (40 hours per week) or longer if on a part-time schedule. If selected, the exact starting date will be determined by you and the NPS supervisor. The stipend rate is $17.00 per hour unless otherwise listed.

The successful candidate is responsible for finding and paying for travel to and housing at the internship location; some exceptions apply. The supervising office may be able to assist in locating housing but it is ultimately up to the individual accepting the internship to find accommodation.

The National Council requires all interns working in-person at Federal facilities and/or with Federal employees receive the Covid-19 vaccination. Please be advised that you may also be required to wear a mask, depending on the protocols adopted by your work site. Also be aware that, due to Government-wide security requirements, a background check will be required if you are selected for a position. This will include providing information about recent housing and employment history. The position supervisor will have more information about these requirements and procedures at the time of hiring. Please note that interns are not NCPE or NPS employees. Stipends are academic awards and taxes are not withheld, nor are social security contributions made on your behalf. These funds may be taxable, however, so consult a tax preparation professional if you have questions.
