Job Responsibilities: Coordinates the State Historic Preservation Office’s review of federally-funded transportation projects with the SC Department of Transportation (SCDOT) regarding the protection of historic properties. Coordinates and prepares for appropriate agency signature recommended agency responses on undertakings involving transportation projects submitted for comment under Section 106 of the National Historic Preservation Act or through NEPA documents. Provides input for SCDOT long-range planning and advance project planning and facilitates early consultation. Assists with the administration and implementation of the Statewide Survey Program and the state’s online cultural resources GIS application (SC ArchSite).
Key functions:
Consults with state and federal agencies, local governments, property owners, the public, and consultants;
Interprets state and federal laws, regulations and guidelines including the Secretary of the Interior’s Standards for Archaeology and Historic Preservation; SC Standards and Guidelines for Archaeological Investigations; and the Survey Manual: SC Statewide Survey of Historic Properties;
Reviews and provides comments on draft cultural resources survey reports and survey forms;
Evaluates significance of historic/architectural and archaeological properties based on National Register of Historic Places criteria (coordinating with other staff as needed);
Assesses the potential effect of proposed projects on historic/architectural and archaeological properties (coordinating with other staff as needed);
Assists SCDOT consultants and staff with Statewide Survey and National Register data;
Makes site visits and assists SCDOT staff with field surveys as requested; provides photo documentation of historic/architectural resources for small scale projects (as requested by SCDOT);
Attends liaison coordination and project coordination meetings with SCDOT, and attends public information meetings and public hearings as requested by SCDOT;
Reviews and comments on memoranda of agreement to mitigate adverse effects;
Tracks agency responses on transportation projects and National Register determinations through maintenance of files, databases, logs, and preparation of reports.
Assists with processing digital cultural resources information to ensure availability in the online GIS application (SC ArchSite) and SC Electronic Record Archive.
