Purpose:

Stewards Individual Placements (STE) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health.

HPTC utilizes historic preservation projects as the main vehicle for teaching preservation philosophy and building crafts, technology, and project management skills. Our experiential learning approach emphasizes flexibility in addressing the unknown conditions encountered during the project and ensures that the goals of preservation are met.

Point Reyes National Seashore is seeking a motivated Realty Specialist Intern to support the park’s expanding portfolio of adaptive-reuse and commercial leasing opportunities. This internship offers hands-on experience with federal real property management, market analysis, and lease development within one of the National Park Service’s most dynamic cultural landscapes. The intern will assist park realty staff in preparing market rent studies for historic and non-historic structures with commercial or adaptive-reuse potential. Work will include drafting leases, licenses, and leasing determination memoranda for prospective lessees, and supporting the park’s long-range planning for property use and stewardship. The internship is well-suited for students studying real estate, urban planning, public administration, environmental policy, historic preservation, or related fields.

Description of Duties:

  • Contribute to market rent studies by gathering data, analyzing comparable properties, and assessing commercial or adaptive-reuse potential.
  • Assist in drafting leases, permits, licenses, and related real estate documents consistent with federal laws, regulations, and agency policies.
  • Support the identification of long-range property needs and help evaluate alternative strategies for meeting those needs.
  • Participate in the preparation of technical planning documents, real estate maps, and legal descriptions of land.
  • Help develop scopes of work for contracted services related to real estate planning, valuation, or property management.
  • Assist with oversight tasks such as compiling status reports, reviewing contractor or broker work products, and ensuring conformance with regulatory requirements.
  • Support compliance inspections, utilization surveys, and inventories of federally controlled property to confirm use, condition, and adherence to lease terms.
  • Contribute to resolving issues related to encroachments, trespass, or unauthorized use of federal property.
  • Help evaluate property conditions and potential maintenance needs to enhance marketability or inform leasing decisions.
  • Strong analytical skills, attention to detail, and an interest in federal real property management are essential

Qualifications:

  • United States citizen, United States national, or a lawful permanent resident alien
  • Must be 18-30 years of age, maximum 35 for Veterans with DD-214
  • Has received a high school diploma or equivalency certificate; or has not dropped out of elementary or secondary school to enroll as an AmeriCorps participant, and agrees to obtain a high school diploma or its equivalent prior to using the education award
  • Current student or recent graduated of a relevant Bachelors or Graduate degree program preferred
  • Agrees to provide information to establish eligibility and to complete a National Service Criminal History Check.
  • Some experience in construction and facilities management.
  • Comfortable interpreting construction drawings, understanding basic engineering or architectural concepts, and navigating facility management systems with accuracy and consistency.
  • Detail-oriented, organized, and capable of managing multiple projects or assessments at once while maintaining clear communication with contractors, park staff, and specialists.
  • Fieldwork requires confidence working outdoors, ability to assess conditions objectively, and commitment to following safety protocols.

Time Requirements:

Typically, this position is expected to serve 40 hours per week, Monday through Friday, but exact service schedules may vary. A half hour lunch break will not be counted towards AmeriCorps service
Member may be required to participate in national, state, or local service projects or events as part of their service term.
Orientation and Training:

  • Member will receive an orientation that includes training on AmeriCorps prohibited and unallowable activities.
  • One-on-one coaching from park asset managers and facility staff on federal asset management policies and NPS compliance expectations.

  • Hands-on instruction in NPS facility management software to ensure accurate data entry, assessment documentation, and asset tracking.

Evaluation and Reporting:

As an AmeriCorps member, performance will be evaluated on whether the member has completed the required number of hours, the member has satisfactorily completed assignments, and if the member has met other performance criteria that were clearly communicated at the beginning of the term of service.

Reporting requirements include, but are not limited to, bi-weekly timesheets and accomplishment tracking.

Benefits

All NCPE interns received an hourly stipend, the rate is listed at each position description. Additionally, interns receive paid time off (PTO), paid Federal holidays if working full-time, and access to NCPE's Employee Assistance Program (EAP) for career and personal counseling, coaching, and referrals. Project sites may also offer a housing allowance and/or commuting stipend; this information is also listed in the description or offered during the interview.

Eligible NCPE interns who successfully complete their internships may count their position towards earning a Public Land Corps (PLC) Non-Competitive Hiring Authority certificate. To be eligible to earn a PLC certificate, an intern must be 30 years old or younger (or 35 if a veteran). Once earned, the PLC hiring authority certificate may be used to apply for eligible Federal temporary, term, or permanent positions. Eligibility

To be eligible, applicants must be
*at least 18 years old;
*no older than 30 years of age (or 35 years if a Veteran) when beginning the internship; applicants who are 31 or older (or 36 or older if a Veteran) are not eligible;
*currently enrolled in a degree-seeking academic program at the college level (or recently graduated within the past 12 months)
*be a U.S. Citizen or permanent resident.

Interns are not allowed to work more than 1200 hours total in the program; previous interns must stay within this overall limit. The length of an internship can vary from 10 to 30 weeks if full-time (40 hours per week) or longer if on a part-time schedule. If selected, the exact starting date will be determined by you and the NPS supervisor. The stipend rate is $17.00 per hour unless otherwise listed.

The successful candidate is responsible for finding and paying for travel to and housing at the internship location; some exceptions apply. The supervising office may be able to assist in locating housing but it is ultimately up to the individual accepting the internship to find accommodation.

The National Council requires all interns working in-person at Federal facilities and/or with Federal employees receive the Covid-19 vaccination. Please be advised that you may also be required to wear a mask, depending on the protocols adopted by your work site. Also be aware that, due to Government-wide security requirements, a background check will be required if you are selected for a position. This will include providing information about recent housing and employment history. The position supervisor will have more information about these requirements and procedures at the time of hiring. Please note that interns are not NCPE or NPS employees. Stipends are academic awards and taxes are not withheld, nor are social security contributions made on your behalf. These funds may be taxable, however, so consult a tax preparation professional if you have questions.
