Reporting to the Town Manager, the Historic Preservation & Planning Director is responsible for overseeing and managing community planning and development activities within the Town of Telluride with a focus on preservation of historical sites, buildings, structures, and cultural heritage. This position is the staff member in charge of the Historic and Architectural Review Commission & Planning and Zoning Commission. This position is an executive level position and a key contributor to the Town’s leadership team.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Department Management
- Coordinate and oversee all planning activities and historic preservation program in National Historic Landmark District
- Administer, recommend amendments to, and implement the Town’s Master Plan, Land Use Code, Design Guidelines and Building Regulations
- Establish and maintain positive working relationships with state and federal preservation partners, architects, and stakeholders
- Interpret and provide information and guidance on development and land use proposals, adopted plans, planning programs and services, and local, state and federal regulations
- Ensure projects comply with HARC approved plans
- Evaluate proposals and applications for compliance with the Land Use Code, Design Guidelines, and Master Plan
- Manage historic preservation, building and planning enforcement issues in coordination with legal department
- Administer Telluride affordable housing mitigation program with all new construction
- Implement and manage a wetland mitigation program
- Stay informed on green building codes and regional and national building trends
- Establish and implement department policies and procedures
- Other tasks and special projects as assigned
Boards and Commissions
- Manage and prepare Planning & Zoning (P&Z) and Historic & Architectural Review Commission (HARC) agendas
- Prepare reports and recommendations; make presentations to P&Z Commission, HARC and Town Council
- Provide information, technical support and training to HARC and P&Z members
- Monitor and report on construction and development trends; prepare and present HARC Annual Report and Certified Local Government annual report
Administration
- Prepare department budget recommendations; oversee budget administration
- Prepare and update maps
- Apply for and administer preservation and planning grants; oversee grant application and administration activities
- Contract and manage consultant services
- Oversee development and maintenance of recordkeeping systems; comply with Town Record Retention Schedules
Supervision
- Hire, train, manage, and evaluate department staff
- Ensure delivery of quality customer service standards
Safety
- Participate in Town sponsored cybersecurity trainings
- Work safely to prevent accidents
