  • Job Summary: The primary purpose of this position is to assist the State Historic Preservation Administrator in providing executive direction to the historic preservation program for the State of Hawaii in a manner consistent with state and federal law.

    Four (4) years of professional work experience in the field of historic preservation (i.e. history, archaeology, architectural history or historical architecture, cultural practices, etc.), conducting cultural resource management/environmental reviews and writing/managing agreement documents pursuant to Chapter 6E, Hawaii Revised Statutes and/or Section 106, National Historic Preservation Act.

    Two (2) years of professional work experience which involved major responsibility for and active participation in the development and management of policies and programs.  Responsibilities include identifying and evaluating program goals and objectives within resources and budgetary limitations; developing procedures; and actively participating in policy determination and budget formulation.

    Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position.  The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered.

  • Assist the Administrator with initiating, formulating, and recommending policies affecting the activities of Division; developing plans, goals and objectives, and set priorities in scheduling and workflow.
  • Recommend plans or proposals for short- and long-term goals and objectives to enhance historic preservation in Hawaii while assisting with the development of the Historic Preservation Functional Plan, the Annual Application for Federal Historic Preservation Grants-In-Aid, and Strategic Plans.
  • Assist in administering the Historic Preservation Grants-In-Aid program including review of sub-grant applications, preparation and processing sub-grant applications, preparation and processing sub-grantee application and contracts, inspection and monitoring of contract work, verifying payments, and providing input during audit.
  • Provide assistance with overseeing and coordinating the development of policies, procedures, guidelines, or administrative directives to ensure the proper implementation of Hawaii Revised Statues, Chapter 6E and its administrative rules.
  • Continually assesses and reviews functions of the organization and provides recommendations to the Administrator regarding assignments, management methods, internal operational procedures, staffing, etc. to ensure effective management of the Division’s operations; identify operational problems, analyze causes, research alternative remedies and take appropriate action.
  • Provide assistance in coordinating the effective use of personnel and other resources within the SHPD.
  • Direct Division activities, as assigned by and in coordination with the Administrator, related to the protection and preservation of historical and archaeological resources within preservation areas and enforcement of laws and regulations within those areas; monitor SHPD activities to ensure they are performed in accordance with prescribed plans, policies, and procedures and that planned level of performance are being met.
  • Direct investigation and review, evaluate and make recommendations for areas of historical importance; determine standards and priorities for historic preservation projects; present submittals to the Board of Land and Natural Resources on behalf of the Administrator.
  • Write, review, and/or recommend legislative bills, regulations, and amendments to existing regulations affecting historic preservation.
  • Track bills, committee hearings, and prepare testimony on bills and resolutions for the legislature or congress affecting historic preservation.
  • Draft new and amendments to administrative rules in coordination with the Administrator and Branch Chiefs; prepare informational packets and present SHPD business to the BLNR related to new and amended SHPD administrative rules.
  • Assist the Administrator with producing legislative, congressional, and other reports regarding SHPD’s performance metrics, workflow, expenditures, or other reporting requirements for grants, projects, etc.
  • Work with other agencies, in coordination with the Administrator and SHPD Branch Chiefs, to formulate policies to ensure the proper administration of extra-divisional compliance with historic preservation rules, regulations, and guidelines. Review, author, and/or prepare comments on proposed changes to rules, regulations, guidelines, and/or program alternatives.
  • Prepare statistical data, such as Island Burial Council and Review Board activities and attendance, HRS 6E and NHPA program requirements, operational costs, etc. for preparation and inclusion in annual reports, legislative testimony, quarterly financial reports and budgetary projections.
  • Assist the Administrator and the State Historic Preservation Officer in overseeing the Division’s participation in the National Historic Preservation Program established by the NHPA. Serve as Acting Administrator and Acting Deputy State Historic Preservation Officer in the absence of the Administrator.
  • Participate in the review of federal undertakings subject to review in accordance with Section 106 of NHPA and 36 CFR Part 800 as well as HRS 6E and associated Hawaii Administrative Rules. Participate in consultation regarding the drafting and execution of agreement documents on behalf of the state of Hawaii.
  • Assist the Administrator in overseeing the Division’s execution of special programs, projects, and grants as well as the activities of staff assigned to assist in the execution of said programs, projects, and grants.
  • Assist the Administrator in establishing and maintaining cooperative relationships with federal, county, state, and community organizations; represent the department in meeting with civic organizations, government agencies, and the general public in matters involving the historic preservation program.
  • Provide training, information, and advice to the general public, agencies, and organizations regarding historic preservation programs, policies, and best practices.
  • Provide supervision of Administrative Branch staff including distribution of workload, determination of division’s priorities, and assignments of special duties and responsibilities to carry out the program activities subject to the division’s organizational chart.
  • Participate in meetings of the Hawaii Historic Places Review Board and Island Burial Councils on behalf of the Administrator when necessary to make presentations, answer questions, explain or amplify the program/site information.

Project sites may also offer a housing allowance and/or commuting stipend; this information is also listed in the description or offered during the interview.

Eligible NCPE interns who successfully complete their internships may count their position towards earning a Public Land Corps (PLC) Non-Competitive Hiring Authority certificate. To be eligible to earn a PLC certificate, an intern must be 30 years old or younger (or 35 if a veteran). Once earned, the PLC hiring authority certificate may be used to apply for eligible Federal temporary, term, or permanent positions. Eligibility

To be eligible, applicants must be
*at least 18 years old;
*no older than 30 years of age (or 35 years if a Veteran) when beginning the internship; applicants who are 31 or older (or 36 or older if a Veteran) are not eligible;
*currently enrolled in a degree-seeking academic program at the college level (or recently graduated within the past 12 months)
*be a U.S. Citizen or permanent resident.

Interns are not allowed to work more than 1200 hours total in the program; previous interns must stay within this overall limit. The length of an internship can vary from 10 to 30 weeks if full-time (40 hours per week) or longer if on a part-time schedule. If selected, the exact starting date will be determined by you and the NPS supervisor. The stipend rate is $17.00 per hour unless otherwise listed.

The successful candidate is responsible for finding and paying for travel to and housing at the internship location; some exceptions apply. The supervising office may be able to assist in locating housing but it is ultimately up to the individual accepting the internship to find accommodation.

The National Council requires all interns working in-person at Federal facilities and/or with Federal employees receive the Covid-19 vaccination. Please be advised that you may also be required to wear a mask, depending on the protocols adopted by your work site. Also be aware that, due to Government-wide security requirements, a background check will be required if you are selected for a position. This will include providing information about recent housing and employment history. The position supervisor will have more information about these requirements and procedures at the time of hiring. Please note that interns are not NCPE or NPS employees. Stipends are academic awards and taxes are not withheld, nor are social security contributions made on your behalf. These funds may be taxable, however, so consult a tax preparation professional if you have questions.
